Survey of the Hanoi-Hai Phong expressway project

On December 18, the Central Economic Commission's Working Group led by Mr. Vuong Dinh Hue, Member of the Party Central Committee, Head of the Committee, had a trip to survey the implementation of investment in the construction of the Hanoi - Hai Phong expressway project.

The survey aimed to evaluate the implementation of Central Resolution 4 (term XI) "Building a synchronous infrastructure system to basically turn our country into a modern industrial country by 2020".

The delegation went on a field trip along the entire route, listening to leaders of the Vietnam Development Bank, the Vietnam Infrastructure Development and Financial Investment Corporation, and contractors reporting on the capital mobilization situation, site clearance work, and technical design work; Project implementation progress; quality management work; work to ensure material security for the Project; Total investment and financial plan of the Project; Difficulties and obstacles need to be resolved to implement the project...

According to Mr. Nguyen Quang Dung, Acting Chairman of the Board of Directors of VDB, the most advantage of this project is ensuring capital, which is mobilized mainly from foreign investors. Implementing transport infrastructure projects and synchronous infrastructure projects on a very large scale with high technical requirements is a very heavy task, but the relevant parties ensure that this project will reach its destination on time.

The Hanoi-Hai Phong expressway project is also the largest BOT project ever. The project's success lies in mobilizing resources other than the State budget.

Also according to Mr. Nguyen Quang Dung, the assessment of the State Council for Acceptance of Construction Works said that so far, no serious incident affecting the quality of the project has been detected. The project was inspected by the Government Inspectorate in 2011; Inspectorate of the Ministry of Construction organized inspection in 2013; The State Audit audited phase 1 of the Project in 2014; After the project is completed, phase 2 audit will continue in 2016.

The Hanoi - Hai Phong expressway project has basically ensured progress. The main construction and installation packages have been implemented at 76.62%. Currently, the project is in a very drastic implementation phase to complete the route through Hai Phong city by the end of 2014 and put the entire route into use by the end of 2015.

It is expected that in 2015 the entire route of the Hanoi - Hai Phong expressway project will be put into use.

With the correct policies of the Party and Government, the direction of the Ministry of Transport, the support of ministries, party committees, and local authorities, along with the efforts and high determination of VDB and Shareholders, VIDIFI will complete the Project on schedule, soon put the Hanoi - Hai Phong high-speed motorway into effective operation, contributing to socio-economic development in the region.

Concluding the meeting, the Head of the Central Economic Commission emphasized: Building an infrastructure system to meet the requirements of industrialization and modernization in the 2011 - 2020 period is a very important task, contributing to the successful implementation of the goal of rapid and sustainable development, improving the efficiency and competitiveness of the economy. The Party's policy is being realized on every road.

The Head of the Central Economic Commission highly appreciated the efforts of the investor, public units, and localities in implementing the construction of the Hanoi - Hai Phong expressway.

The experiences of implementing the Hanoi - Hai Phong expressway project will be researched, advised and proposed by the Central Economic Committee to the Party Central Committee on mechanisms and policies to effectively implement the Resolution of the 4th Central Conference (term XI) on building synchronous infrastructure.
