VIDIFI Engages with China Construction Third Engineering Bureau Group on Investment Cooperation Opportunities
On the morning of September 7, 2026, Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI) hosted a working session with a delegation from China Construction Third Engineering Bureau Group Co., Ltd. (CCTEB). The meeting provided an opportunity for both sides to introduce their respective capabilities and experience, while discussing and exploring potential investment cooperation and project development opportunities in the coming period.

Representing VIDIFI at the meeting were Mr. Tran Anh Tu – General Director and Member of the Board of Directors of VIDIFI, members of the Corporation’s Leadership, and leaders of relevant specialized departments and units.
Representing CCTEB was Mr. Wen Wen – Deputy General Director of CCTEB, Head of the delegation, together with CCTEB’s leadership, leaders of the Roads and Bridges Business Division (RBBD), and representatives of Shanghai Jihe Yingmai Technology Trading Co., Ltd.
Exchange of Information and Introduction of the Strengths and Capabilities of Both Sides
At the meeting, both sides provided an overview of their respective establishment and development processes, business areas, capabilities and key strengths. CCTEB introduced its capabilities in construction, transport infrastructure, roads and bridges, urban public works, real estate and urban development, as well as its experience in implementing large-scale projects in China and international markets.
Introduction to CCTEB
China Construction Third Engineering Bureau Group Co., Ltd. is a key state-owned enterprise under China State Construction Engineering Corporation (CSCEC), headquartered in Wuhan, Hubei Province, China. Established in 1965, CCTEB currently has approximately 30,000 employees, 24 major subsidiaries and more than 1,000 projects being implemented across China and in various countries and regions worldwide. The Group has strong capabilities in construction, urban public works, roads, bridges and technical infrastructure.
Notably, CCTEB has extensive experience in implementing large-scale transport infrastructure projects, including roads, bridges, urban railways, airports and urban infrastructure. These areas have considerable synergies with VIDIFI’s development orientation and its plans to research and develop infrastructure projects in the coming period.
VIDIFI Proactively Expands Cooperation and Seeks New Investment Opportunities
On behalf of VIDIFI, General Director Tran Anh Tu gave an overview of the Corporation’s establishment and development, capabilities and key achievements throughout its operations.
VIDIFI currently operates in the fields of transport infrastructure investment and development, as well as the management, operation and exploitation of major transport infrastructure projects. The Corporation is also gradually expanding into urban infrastructure and real estate investment and development.
With experience in investment organization, project management, infrastructure operation and exploitation, particularly in relation to the Hanoi–Hai Phong Expressway and National Highway No. 5, VIDIFI has gradually developed its professional capabilities, human resources and management systems to meet the requirements of modern infrastructure development.
Introduction to VIDIFI’s capabilities and development orientation
General Director Tran Anh Tu also shared VIDIFI’s development orientation for the coming period, emphasizing the Corporation’s continued efforts to leverage its strengths and experience in transport infrastructure while proactively researching and expanding investment activities into urban infrastructure, housing and other potential sectors.
VIDIFI seeks to identify and cooperate with partners possessing strong financial capacity, management experience, technology and project implementation capabilities to jointly study and invest in projects that are large-scale, efficient and aligned with the development orientations of both parties.
Towards Specific Cooperation Opportunities
During the discussions, the leaders of both sides highly valued each other’s strengths and experience and noted that VIDIFI and CCTEB possess complementary capabilities that could create favorable conditions for cooperation.
VIDIFI has advantages in investment, management and operation of transport infrastructure in Vietnam, as well as a strong understanding of the domestic investment environment and market. Meanwhile, CCTEB brings substantial construction capabilities, technology, resources and experience in implementing large-scale infrastructure projects. These complementary strengths provide a solid foundation for both sides to further explore cooperation opportunities in the future.

The two sides also discussed the potential for cooperation in researching, proposing and implementing suitable investment projects, particularly in transport infrastructure, urban development and large-scale construction projects.
The leadership of both enterprises expressed their desire to maintain regular exchanges, strengthen mutual understanding and gradually translate the areas discussed into specific cooperation initiatives, based on each party’s strengths, needs and capabilities.
The meeting took place in an open, constructive and trusting atmosphere, laying the groundwork for VIDIFI and CCTEB to engage in more in-depth discussions on investment and cooperation opportunities in the future.
Both sides expressed their confidence that combining VIDIFI’s experience and advantages in the Vietnamese market with CCTEB’s construction capabilities, technology and international project experience will create practical cooperation opportunities, contributing to greater investment efficiency and promoting the development of infrastructure projects in the future.
