In order to grasp the work on the entire project route to promptly reflect the difficulties and obstacles during the construction process so that the investor, contractor and Vietnam Development Bank (the unit directly disbursing funds for the Hanoi - Hai Phong expressway project) can find solutions to speed up the construction progress according to the proposed plan, the General Director of NHPT issued Decision No. 168/QD-NHPT dated April 25, 2012 on requisitioning workers. Ministry inspects the use of loan capital to implement the Hanoi - Hai Phong expressway project. The working group includes 30 officials from the Head Office, Transaction Office 1, Hai Duong Branch, Hung Yen, Hai Phong. The working group is divided into 10 groups corresponding to 10 bidding packages (from EX1 - EX10).

Working groups were present at the site in the early days of May. Although it was just the beginning of summer, the harsh sun was already baking and heating up the entire construction site for many hours every day. Yet our first impression on the construction site is that the officers, engineers, technical workers and workers, each with a task, are still quietly, diligently working enthusiastically to race and keep up with the progress of the project. The sounds of drills, bulldozers, and compactors are incessant... streams of sand and dust follow each other as convoys of sand trucks writhe on bumpy and winding service roads. Next to the project is a system of formwork, rebar, dense concrete, the firelight of the welding team mixed with the color of the sun... all of these images and sounds have made the space of the spacious construction site even more cramped and bustling.



Hanoi - Hai Phong Expressway construction site is being constructed day and night

Understanding the importance of the project, we also partly understand the urgency of the work. When talking to the workers working here (EX-6 package), it was said that although the end of April and early May are the country's big holidays, while everyone and their families are excited about travel plans, the workers working here are still passionate about their work. They have almost no concept of days off, including Saturday and Sunday.

During the hottest time of the day, from 13:00 - 16:00, for other construction projects, work can be rotated to both achieve efficiency and ensure health, but for road and bridge projects, besides the sand and hot sun, there is no place to avoid the sun, so everyone's face looks tanned. Indeed, we had only been working for a few days and everyone's faces looked red. Even though the construction contractors have equipped workers with labor safety equipment and guaranteed cooling drinking water, drops of sweat still roll down the faces.

It is known that construction progress in current bidding packages is still slow compared to plan, due to many objective and subjective reasons. Land clearance still faces many difficulties, which also somewhat slows down progress. Currently, bidding packages are urgently increasing human resources and technical means to ensure the project stays on schedule.

The investor's project quality management is also given special attention with the investor establishing a Project Management Board and hiring foreign supervision consultants to perform construction supervision, a quality management system is established from construction contractors, supervision consultants... the investor according to regulations to carry out construction quality control.

We believe that with the determined direction of NHPT, the investor (Vidifi) and contractors, the project will be completed in 2014 and opened to technical traffic, striving to exploit in 2015./.
