Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) has put the Hanoi - Hai Phong expressway into temporary operation with a 75.2 Km section from Km21+500 to Km96+700 passing through Hung Yen Province, Hai Duong and Hai Phong City, the allowed speed is 120km/h. However, for the section Km 65+450 to Km72+000, due to the need to continue monitoring roadbed subsidence, the Ministry of Transport allows the rough layer not to be constructed and the current allowed speed is 100km/h.

Through geological monitoring data after being put into operation, up to now the above section from Km 65+450 to Km72+000 has been relatively stable; To prepare for the entire route to open in December 2015, with the approval of the Ministry of Transport, VIDIFI Corporation will continue to organize the construction of the rough asphalt concrete layer at the above section of the route from November 11, 2015 to December 5, 2015.
