March 9, 2026, marks an important milestone for the Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI) and the consortium of investors, as they officially received Decision No. 996/QD-UBND from the Hanoi People’s Committee approving the investment policy for the construction of the Bát Khối – Bát Tràng Concentrated Social Housing Project.

This event not only marks an important step forward in VIDIFI’s investment strategy but also carries profound humanitarian significance, demonstrating its commitment to accompanying the capital city in addressing social welfare challenges and realizing the dream of stable housing for thousands of workers.

The project has strategic significance as it directly contributes to the implementation of Hanoi’s housing development program for the 2021–2030 period. In particular, the project will make a significant contribution to the successful implementation of the Government’s scheme, approved by the Prime Minister, to develop at least one million social housing apartments for low-income people and workers in industrial parks. The development of this social housing complex will not only meet the urgent demand for safe and quality housing but also contribute to urban improvement and more efficient land use in the suburban areas of Hanoi.


Bát Khối – Bát Tràng Concentrated Social Housing Project

With an area of approximately 11.21 hectares in Bát Tràng Commune, Hanoi, the social housing complex enjoys a highly convenient location for trade and connectivity. It is bordered to the north by a planned subdivision road, to the south by the existing residential area of Bát Tràng Commune, to the east by Provincial Road 379, a major traffic route connecting Hanoi with Hưng Yên, and to the west by the Bát Khối dike road.

The project’s architectural scale is designed in a modern and comprehensive manner, with the main highlight being the high-rise social housing complex comprising eight 20-storey apartment buildings. At the same time, in order to diversify the residential ecosystem and enhance amenities, the investor will also develop low-rise commercial housing areas and two high-rise commercial apartment buildings, creating a multifunctional architectural complex that harmonizes with the surrounding landscape.

Unlike the traditional concept of social housing, the project places particular emphasis on residents’ quality of life through a comprehensive social infrastructure system. Essential facilities such as kindergartens and medical centers will be prioritized on the first floors of the buildings to maximize convenience. The internal landscape will feature a coordinated system of gardens, parks, playgrounds and mixed sports facilities, with priority given to valuable timber and shade trees. The transportation system will comply with high-quality urban road standards and will be accompanied by an external fire prevention and fighting system, as well as a modern domestic wastewater collection and treatment network. Land reserved for schools at various levels and centralized parking facilities will be invested in by the State, or VIDIFI will propose being assigned responsibility for investment and operational management in order to create a fully integrated and self-contained development.

Speaking about the journey ahead, Mr. Trần Anh Tú, General Director of VIDIFI, expressed his strong commitment:

To realize this key project, VIDIFI and the consortium of investors have prepared a solid financial foundation, with an estimated total investment of approximately VND 6.704 trillion. The financial resources are firmly secured, with more than 21% coming from investors’ equity, while the remainder will be mobilized from loans and other lawful sources of capital.

The project is expected to be urgently implemented during the 2026–2030 period. With a transparent legal framework, a 50-year operating term and stable, long-term land use rights, homebuyers at the project will be granted stable and long-term land use rights in accordance with regulations, opening up opportunities for sustainable housing and improving the quality of life for thousands of families.

The Bát Khối – Bát Tràng Concentrated Social Housing Project is expected to become a new symbol of prosperity and well-being at the eastern gateway of the capital, where every dream of having a stable home is valued and given the opportunity to flourish.
