On March 10, 2012, the working delegation of the Party Central Office led by comrade Pham Quang Luc - Director of the Economic Department, Party Central Office visited and inspected the implementation of the Hanoi - Hai Phong expressway project.

Next, the delegation directly visited and inspected the project implementation status at the EX2, EX3, EX7, EX8, EX9, EX10 bidding packages constructed by Chinese and Korean contractors. Here, the Mission heard the Contractors report on implementation progress as well as the advantages and difficulties encountered in construction and site clearance of each bidding package. On behalf of the Working Group, Mr. Pham Quang Luc highly appreciated and praised the efforts and results achieved by the Contractors, and requested the Contractors to further improve technique and quality in construction work so that the bidding packages can be completed on schedule. In addition, he also requested localities where the project passes through to speed up site clearance work to hand over to contractors to carry out construction.

The Hanoi - Hai Phong expressway is invested as a type A expressway, design speed 120km/h, 6 main lanes, 2 emergency stopping lanes, toll collection in a closed form, both sides have a collector road system connecting to local roads and 2 strips of green trees. The site clearance scope is 100m wide, of which the cross-section of the main road is 33m wide, the total length of the route is 105.5km. The project goes through 04 provinces and cities: Hanoi, Hung Yen, Hai Duong and Hai Phong. The project's starting point starts from Ring Road III of Hanoi city, about 1,025m from Thanh Tri bridge abutment. The project's endpoint ends at Dinh Vu dam, Hai An district, Hai Phong city.
Currently, the road connecting Hanoi to Hai Phong is only National Highway 5. National Highway 5 has been invested in construction and upgraded to 4-6 lanes, according to grade I (plain) road standards, completed in 1998. However, with the rapid increase of industrial parks and residential clusters along both sides of National Highway 5, with limitations in traffic organization and lack of self-awareness of traffic participants, the road is often jammed. vehicles, cannot meet the requirements of transporting goods from the Northern Key Economic Region to Hai Phong port. Therefore, the construction of the Hanoi - Hai Phong Expressway Project to relieve congestion on National Highway 5 is very urgent, satisfy the rapidly increasing transport demand and shorten travel time between Hanoi Capital and Hai Phong City; is the main traffic axis connecting with Lach Huyen deep-water port and International Airport in Hai Phong when built; contributing to promoting the economic development strategy "Two corridors, one belt" between Vietnam and China, connecting important northern seaports of Vietnam with southern provinces of China.
The East - West economic corridor (Red River Delta) with the development of urban chains along National Highway 5 (including Hanoi, Hung Yen, Hai Duong, Hai Phong), has a high concentration of industrial and agricultural production, and is gradually rising to assert a particularly important role in the Northern key economic region. This is the nucleus of economic development, the locomotive that attracts and promotes the process of industrialization and modernization of the entire Northern region.
