Strengthen inspection of the highway construction process

On February 21, 2013, in document No. 1426/VPCP-KTN, Deputy Prime Minister Hoang Trung Hai requested the Ministry of Transport and People's Committees of provinces to strengthen the management of expressway planning; Inspect and control the construction process, unreasonable cost increases, project delays, causing waste of investment capital...

The Deputy Prime Minister requested the Ministry of Transport to develop a system of legal documents on the development and management of expressway operations; Complete expressway design standards accordingly, ensure economic and technical factors, and improve efficiency of expressway construction investment projects.

At the same time, strictly manage the quality of the project preparation stage (feasibility study report), design solutions when investing in highway construction (with special attention paid to determining the grade of highways) must be consistent with the terrain, geology, and hydrology regions.

The Deputy Prime Minister also noted that when implementing projects and bidding packages for highway construction, site clearance work must be carried out according to plan, and there must be enough capital to ensure the construction progress as approved in the newly implemented project. Enhance the application of new technologies, new materials, and use economical and reasonable technical solutions in the management - construction - exploitation of expressways.

Along with that, there must be a policy to develop human resources, expand domestic and foreign training forms on management - construction - exploitation of expressways to improve the capacity of participating entities such as Investors, Project Management Boards, Consultants, and Contractors.

The Deputy Prime Minister also requested the Ministry of Construction to preside over and coordinate with the Ministry of Transport to organize the construction and announcement of investment rates for highway construction in Vietnam to serve the effective investment management of highway construction.

Along with that, the People's Committees of provinces and centrally-run cities must strictly manage land funds for highway construction, avoiding increasing the amount of site clearance when implementing construction; Organize and carry out site clearance work to meet project progress.

Provinces and cities must also review and adjust planning and construction investment projects in the area to be consistent with the expressway planning in the direction of prioritizing investment in constructing expressways. Review and supplement mineral mines as common construction materials to serve the construction of expressways, and at the same time strictly manage the supply of construction materials, avoiding speculation and price increases when constructing expressways.

Localities also need to comply with approved plans and investment projects, avoiding requests to add additional construction items once the project has been implemented, which would incur costs. In case it is necessary to supplement at the request of the locality, the localities are responsible for arranging their own funding for implementation.

The Deputy Prime Minister also noted that provinces and cities need to guide and mobilize local people to move across highways using the system of feeder roads and overpasses./.
