Hanoi - Hai Phong Expressway: Driving force to accelerate the key economic region of the Red River Delta

The East - West economic corridor (Red River Delta) with the development of urban chains along National Highway 5 (including Hanoi, Hung Yen, Hai Duong, Hai Phong), has a high concentration of industrial and agricultural production, and is gradually rising to assert a particularly important role in the Northern key economic region. This is the nucleus of economic development, the locomotive that attracts and promotes the process of industrialization and modernization of the entire Northern region.
In Vietnam's transportation development strategy to 2020 approved by the Prime Minister through Decision No. 162/2002/QD-TTg and Decision No. 206/2004/QD-TTg, the Hanoi - Hai Phong expressway will join the Noi Bai - Ha Long, Hanoi - Lao Cai, Hanoi - Thai Nguyen, Hanoi - Lang Son expressways, becoming a network of expressways throughout the economic region. key economic zone in the Northern region; Promote and support localities in the region to fully exploit available potentials.
Currently, the road connecting Hanoi to Hai Phong is only National Highway 5. National Highway 5 has been invested in construction and upgraded to 4-6 lanes, according to grade I (plain) road standards, completed in 1998. However, with the rapid increase of industrial parks and residential clusters along both sides of National Highway 5, with limitations in traffic organization and lack of self-awareness of traffic participants, the road is often jammed. vehicles, cannot meet the requirements of transporting goods from the Northern Key Economic Region to Hai Phong port. Therefore, the construction of a highway to relieve congestion on National Highway 5 is very urgent, satisfying the rapidly increasing transportation demand and shortening travel time between Hanoi Capital and Hai Phong City; is the main traffic axis connecting with Lach Huyen deep-water port and International Airport in Hai Phong when built; contributing to promoting the economic development strategy "Two corridors, one belt" between Vietnam and China, connecting important northern seaports of Vietnam with southern provinces of China.
Comrade Dao Van Chien, General Director of Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI), said: Based on the approved planning, the Prime Minister issued document No. 1393/CPCN dated September 24, 2004 approving the pre-feasibility study report of the Hanoi - Hai Phong expressway project. On October 12, 2004, the Ministry of Transport allowed the establishment of an investment project to build the Hanoi - Hai Phong expressway according to Decision No. 3026/QD-BGTVT. However, because the capital source had not yet been determined, the project was not invested until 2007. In Notice No. 15/TB-VPCP dated January 23, 2007 and Notice No. 75/TB-VPCP dated April 17, 2007 of the Government Office, the Standing Government assigned the task to the Vietnam Development Bank (NHPT) to preside over and coordinate with the Foreign Trade Bank of Vietnam (VCB) to mobilize capital to invest in the Hanoi - Hai Phong expressway project in the form of BOT. The assignment of the task to the Development Bank to preside over the mobilization of investment capital for the Hanoi - Hai Phong expressway project is consistent with the tasks of the Development Bank according to Decision 108/2006/QD-TTg dated May 19, 2006. Based on the assigned tasks, NHPT presided over VCB and a number of other shareholders to contribute capital to establish a Joint Stock Company, Vietnam Infrastructure Development and Financial Investment Corporation - VIDIFI and this company has been assigned by the Standing Government to be the investor of the Hanoi - Hai Phong Expressway Project and other infrastructure projects synchronized with the expressway in the form of BOT.
In order for investors and project owners to have a clear legal corridor and mechanism during project implementation, on November 29, 2007, the Prime Minister issued Decision No. 1621/QD - TTg on a number of pilot mechanisms and policies for investment in the Hanoi - Hai Phong expressway project, Decision No. 938/QD-TTg dated July 1, 2009 on amending and supplementing the project. Supplementing a number of articles of Decision No. 1621/QD-TTg dated November 29, 2007 of the Prime Minister on a number of pilot project investment mechanisms and policies; Official Dispatch No. 1289/TTg-KTN dated August 8, 2008 on implementation and issuance of Project Investment Certificate.
