Revision of the detailed design of the whole Hanoi – Hai Phong Expressway

Hanoi – Hai Phong Expressway was formulated in 2004. Over the past five years, the socio-economic plans of the localities where the Expressway goes through have experienced several significant development and changes.

Therefore, the detailed design of the Expressway needs revision to conform to the actual conditions.

According to Mr. Nguyen Duc Minh – Deputy General Director of Vietnam Infrastructure Development and Finance Investment Joint Stock Company (Vidifi), during the execution of the civil work packages and auxiliary packages, the Project has faced several matters subject to revision, i.e. as a rule of international practices on road construction, the lower grade roads must be arranged with flyovers at their intersections with the Expressway; but in this Project, the local authorities of the areas where the Expressway goes through requested that the Expressway must cross over all the existing local roads. Actually, facilitating the local residential areas along the Expressway will increase number of underpass culverts (on average, it is one culvert per one kilometer). In addition, the local authorities also requested that the Expressway must ensure the navigation clearance specifications for river network under Bac Hung Hai irrigation system. These requirements increase the elevation of the red line and profile of the Expressway, which is both costly and unsure of quality of the Works. On the other hand, the Expressway goes through various complicated areas, in which it requires soft soil treatement for 80% of the length of the route with depth from 20 to 43.5m, especially in Package EX-10 through Duong Kinh and Hai An districts (Hai Phong), this depth is up to 60m.

VIDIFI reported all the arisen matters to the Deputy Prime Minister Hoang Trung Hai, Ministry of Transport and Steering Committee of National Key Transport Works. To implement the instructions by the Deputy Prime Minister and Ministry of Transport on the elevation of red line, VIDIFI has reviewed and re-agreed with the localities and requested the Design Consultant to revise the designs for some flyovers and interchanges and soft soil treatment as appropriate, especially the intersections between the Expressway and lower grade roads agreed with the local authorities in a manner that the local roads will cross over the Expressway by flyovers. After entering into the contract addendum, the Design Consultant carried out the revisions to the schedule committed to the Employer.
