Preliminary wrap-up report of 01 year on coordination between General Department of Security II and VIDIFI

On July 30th, 2010, Vietnam Infrastructure Development and Finance Investment Joint Stock Company (VIDIFIF) and the Security Department (It is now the General Department of Security II)

 

under the Ministry of Public Security held the Conference on preliminary wrap-up report of 01 year of implementing the Regulations on coordination in respect of internal political security and economic security affairs (the Regulations) in Hai Phong city.

The Conference was attended by the Lieutenant-General Vu Hai Trieu – Vice Director of General Department of Security II, Lieutenant-General Hoang Cong Tu - Vice Director of General Department of Security II, Major-General Nguyen Duc Hiet – Director of General Economic Security Department, Mr. Do Trung Thoai – Vice Chairman of Hai Phong city People’s Committee, Mr. Nguyen Quang Dung – General Director of the Vietnam Development Bank, Mr. Dao Van Chien – General Director of VIDIF, Deputy General Directors, Leaders of Departments of VIDIF and leaders of the General Economic Security Department, Staff Department, Political Department, Banking Department; leaders of police of Hanoi, Hai Phong, Hai Duong, Hung Yen and leaders, cadres of various offices of General Department of Security II and police of the localities where the project goes through.

At the Conference, Mr. Dao Van Chien – General Director of VIDIFI presented the preliminary report of one year of implementing the Regulations on coordination in respect of internal political security affairs. The Report clearly stated the followings:

1. Status of execution of the Hanoi – Hai Phong Expressway Project.

To date, about 95% of land acquisition has been completed (the agricultural land in the cities and provinces has been substantially acquired); the remaining land which has not been acquired is the residential land and land from utility works (electric lines, petroleum pipelines) which have not been relocated.

On 11th May 2010, the Deputy Prime Minister Hoang Trung Hai took a direct inspection, examination on and gave instructions to the Project execution, especially the land acquisition. To implement the Deputy Prime Minister’s instructions, the relevant provinces and cities have taken more drastic measures, accordingly the land acquisition has been significantly improved, especially the residential land acquisition.

The bomb and mine screening and clearance have been completed corresponding to the acquired land area in the whole route and the cleared construction site has been timely handed over to the contractors for their execution of the Works.

The Contractors have substantially completed the excavation of unsuitable soil and backfill, the construction site has been substantially formed in the whole route; The Contractors have also fulfilled their mobilization of personnel and are now carrying out such works as additional geological surveys, material testing, development of the overall schedule, mobilization of construction plant and equipment, execution of service roads, etc. By the 3rd Quarter of 2010, 10/10 civil work packages will be executed in the whole route.

2. Status of coordination and outcomes from one year of implementing the Regulations between the General Department of Security II and Vietnam Infrastructure Development and Finance Investment Joint Stock Company.

Immediately after signing the Regulations (on 6th June 2009), the General Department of Security II gave instructions and guidelines to the police of localities where the Hanoi – Hai Phong Expressway Project goes through; at the same time, VIDIFI also issued the written instructions to its Departments, Divisions, Affiliated Companies, Representative Offices at the localities to thoroughly grasp the Regulations signed with the General Department of Security II and requested them to absolutely comply with the Regulations to enable the Regulations to be well implemented.

Propaganda was frequently carried out to mobilize the people to support the Project, facilitating the land acquisition and execution of the Works. Spread propaganda to make people understand the nature and importance of the Project, compensation pricing policies, thereby minimizing the claims against price increase.

Organise the execution protection work for the Contractor; coordinate with the relevant authorities to coerce land acquisition.

The General Economic Security Department (A85) and police of the localities have closely coordinated with the People’s Committees of the districts, Land Acquisition and Compensation Board to carry out inventory, payment of compensation and land acquisition with high efficiency and without any complicated problems related to the security and order. Provide advices to several authorities and the Project Owner to thoroughly handle the matters such as residents’ self-expansion and construction of houses, planting more trees in the land subject to acquisition for the purpose of seeking profit.

Settle the matters related to stealing of the Contractors’ properties and construction equipment, exchange information on crimes in the localities so as to enable the Project Owner and the Contractors to take good preventive and struggling measures against crimes to maintain security and order. Since the signing of the Regulations, the local police have resolved more than 10 cases of stealing and disordering at the Site.

At the conference, there existed ebullient discussions among the organizations involved in implementation of the Regulations, in which some outstanding opinions are as follows:

Sometimes, exchange of information between VIDIFI and the General Department of Security II is not frequent and the complicated events which occurred suddenly were not reported timely; as a result, the advices and settlement thereto failed to reflect the deterrent, educating and preventive measures.

To improve efficiency of the Regulations, Mr. Dao Van Chien – General Director of VIDIFI proposed that:

- On the part of VIDIFI, it is necessary to enhance information exchange with the General Department of Security II, especially information on the Project, land acquisition, contractors and execution progress of the Project as well as the complicated issues of internal security.

- Further enhance the coordination, provision of sufficient and accurate information in a timely manner; promote further coordination between Vidifi’s representatives in the localities and the local police.

- On the part of the General Department of Security II: the coming time will be the peak period of execution and there will be many people of different backgrounds and nationalities at the Site. Accordingly, the General Department of Security II is kindly requested to follow the business operations, investment and implementation of the projects and internal security status of VIDIFI, the weakness and shortcomings in economic management, investment and business, capability and background of the contractors; provide such information to VIDIFI in a timely manner to enable him to appraise the personnel, select the best contractors and maintain the internal security.

At the Conference, representatives of police of the provinces and cities requested Vidifi to further enhance information exchange and proposed VIDIFI to provide fund assistance to purchase devices and tools for the forces involved in protection of the Project; proposed several solutions and experience to handle specific problems.

The delegates i.e. Colonel Dang Van Duong (Vice Director of Hai Duong Police), Colonel Luong The Ngoc (Head of Security Division under Hai Phong City Police), Bui Ngoc Phi (Vice Director of Hung Yen Police) and Senior Lieutenant-Colonel Le Anh Son (Hanoi Police) expressed their attention to the information exchange between the two Parties. The information should be prompt, sufficient and accurate; in addition, the herald should propose solutions on information handling.

For several occurrences, if information is sufficiently provided and masses propagandizing and educating works are well performed, we can settle the urgent matters and contradictions at the beginning, reducing the complication of the problem.

Colonel Luong The Ngoc – Head of Security Division under Hai Phong city Police was concerned about manpower management at the Site, especially the foreign labor; the social relations other than those in the works between the labor forces and the local residents, etc.

Addressing at the Conference, the General Director of the Vietnam Development Bank Nguyen Quang Dung stressed the meaning and importance of the Hanoi – Hai Phong Expressway Project once again:

To implement Resolution No.54/NQ-TW dated 14 September 2005 by the Political Bureau on socio-economic development and maintenance of national defense – security in the Red River delta up to 2020 and orientation up to 2020, strategy on socio-economic development in the Tonkin key economic zone approved by the Prime Minister. The Hanoi – Hai Phong – Quang Ninh economic triangle has been growing strongly, which is the driving force for economic development of the North. Since the entry into WTO, this economic triangle has been developed strongly and the demand for traffic – transportation of goods and tourists is very high. Accordingly, the Prime Minister decided to accelerate the investment in infrastructure development for the Tonkin key economic zone, including the Hanoi – Hai Phong Expressway project, the Project for Tan Vu – Lach Huyen Highway, the Project for development of Lach Huyen deep seaport, etc.

Because of such meaning and importance of this Expressway, the Prime Minister issued Decision No.1621/QD-TTg dated 29 November 2007 on some pilot mechanisms and policies on investment in Hanoi – Hai Phong Expressway, in which: VIDIFI was assigned to be the Project owner; the provinces and cities of Hanoi, Hai Phong, Hai Duong, Hung Yen were assigned to be the sub-project owners of land acquisition and resettlement; The Vietnam Development Bank is allowed to use its long-term mobilized fund and part of its charter capital for contribution of 51% to VIDIFI’s charter capital in such a way as not to affect the implementation of the State’s credit for development investment managed by the Vietnam Development Bank.

In the opinion of the General Director Nguyen Quang Dung, protection of internal political security is an important task which makes contribution to the success of the Project. The General Director requested VIDIFI to acquire the opinions of the representatives of provinces and cities’ police and arrange fund from the Project budget to assist the functional forces during the coordination process in accordance with the applicable laws.

Addressing at the Conference, the Lieutenant-General Vu Hai Trieu stated that: in order for the Project to be well protected, the police forces and VIDIFI must first maintain the internal security stabilization and in order for the Regulations to be well implemented, information must be exchanged timely; the information must be frequently exchanged by the two Parties and timely handled in accordance with the principle specified by the Ministry of Public Security i.e. “stay-in settlement principle”. It is necessary to obtain information for early solution in avoidance of settlement of the problems after they occurred. To do so, the General Department of Security II must further strengthen information exchange with VIDIFI; in the relevant localities, it is the coordination between the security forces and the representative offices and subsidiaries of VIDIFI in the provinces and cities; at the General Department and Department level, it is the coordination and exchange with the leaders of VIDIFI and its relevant Departments.

The Lieutenant-General also stated that he would consider, apply some special professional measures to enhance the security maintenance of the Project in the coming time when all the civil works packages (Package EX-) are executed in the whole route.

Summarizing the outcomes from one year of implementation of the Regulations, General Director Nguyen Quang Dung and the Lieutenant-General Hoang Cong Tu granted rewards to 4 collectives and 04 individuals with excellent achievements in implementation of the Regulations, i.e. Post Office Transport Security Team (Economic Security Division under the Hanoi Police), Police of An Thi district (Police of Hung Yen province); Economic Security Division (Police of Hai Duong province), Economic Security Division (Hai Phong city Police), Lieutenant-Colonel Nguyen Van Loc (Economic Security Division, Hai Phong city Police), Major Luong Anh Hung (Economic Security Division, Hanoi Police), Senior Lieutenant Nguyen Thanh Hung (Economic Security Division, Police of Hai Duong province) and Mr. Nguyen Van Toan (Economic Security Division, Police of Hung Yen province).
